Director of Finance

Position Summary

The Director of Finance for the airport reports directly to the Airport’s Executive Director and serves as a principal member of the executive leadership team. The Director of Finance must have a professional orientation toward always providing excellent customer service to airport staff and to external partners. The successful Director of Finance will be a strategic partner in the airport’s continued development, providing expert financial stewardship and leadership. The role demands operational excellence, well-honed oral and written communication skills, and the ability to operate with appropriate autonomy while ensuring fiscal integrity and growth for the airport.

Responsibilities

Directs and manages all financial accounting and budgetary functions for the Peninsula Airport Commission (PAC). Responsible for maintaining, processing and analyzing all financial records requiring the application of generally accepted accounting principles, theories and practices to include the specific requirements placed on accounting within a governmental entity.

Key Areas of Responsibility

  • Strategic Financial Leadership: Directs the organization’s financial analysis, long-term strategy, and capital planning.
  • Collaborative Strategy: Works closely with the entire management team to collaboratively address airport challenges, identify efficiencies, and drive continuous improvement across all operations.
  • Fiscal Oversight: Manages all accounting operations, procurement processes, investments, and the development and monitoring of both operating and capital budgets.
  • Risk Management: Implements and oversees robust financial risk management protocols to safeguard airport assets and ensure long-term stability.
  • Funding & Stakeholder Relations: Secures necessary funding and cultivates critical relationships with lending institutions, bondholders, and financial partners.

Specific Duties & Responsibilities

Strategic Leadership and Financial Oversight

  • Provide comprehensive executive leadership for all financial divisions, encompassing financial planning, corporate accounting, budget management, forecasting, enterprise risk management, procurement, and contract administration.
  • Develop and execute a broad, forward-looking fiscal strategy to ensure robust financial preparedness, resilience, and long-term sustainability.
  • Provide creative insights and financial strategies to assist with the airport’s operational and capital improvement needs and objectives.
  • Oversee the organization’s financial planning and analysis function, establishing clear objectives and guidelines for the annual budget process and the strategic allocation of all airport funds.
  • Actively monitor industry trends, implement best practices, and develop short- and long-term strategies designed to maximize all available airport revenue streams.
  • Actively assist in the pursuit of Federal, State and other grant award opportunities.
  • Actively and persistently seek improvements in tools, data sources, and analytic techniques to improve accounting functions and business needs.
  • Provide input and recommendations on all potential leases, agreements and other contracts, as directed.

Fiscal Integrity and Compliance

  • Design, implement, and maintain rigorous internal controls to safeguard the organization’s financial assets, ensure compliance with all regulatory requirements, and guarantee transparent financial reporting.
  • Ensure perpetual adequate cash flow to meet operational needs and strategic objectives, including securing essential funding and financing as may be required.
  • Prepare financial statements, reports, and financial analyses.
  • Oversee development and management of the annual budget and capital improvement plan.
  • Manage fiscal reporting and compliance for Federal, State, and other grant programs.
  • Ensure compliance with all applicable financial regulations.
  • Oversee internal and external audits and serve as the primary point of contact for auditors.
  • Address audit findings and implement corrective actions.
  • Ensure proper billing and accounting for leases, permits, and agreements.
  • Monitor general ledger activity, journal entries, and financial allocations.
  • Perform bank reconciliations and analyze financial performance indicators.
  • Manage airport credit card programs and tax-exempt purchasing programs.
  • Coordinate bond issuance and maintain relationships with financial advisors and bond counsel.
  • Provide financial guidance to department heads for planning initiatives.
  • Oversee accounting system updates and improvements.
  • Attend relevant professional meetings and conferences.
  • Interact with department heads to provide consultative support to include planning initiatives through financial analyses and reports.
  • Direct and manage changes and updates of the computerized accounting systems.
  • Provide strategic leadership to the finance team by cultivating positive employee relationships, promoting a collaborative workplace culture, and guiding staff efforts to successfully achieve departmental and organizational goals.

Contract Management, Risk Management & Stakeholder Relations

  • In coordination with the Executive Director, provide executive oversight of all procurement and contract management activities, ensuring the airport’s fiscal interests are meticulously represented in all business agreements and negotiations.
  • In coordination with the Executive Director, provide executive oversight of all aspects of risk management, including evaluation of existing risk management policies and practices, evaluation of current and proposed insurance coverages and ensuring the airport has proper coverages in place.
  • Work closely with the Business Development Manager to maintain lessee compliance and ensure accurate communication with tenants and stakeholders.

The above duties, functions and responsibilities are not exhaustive. The Director of Finance will perform other reasonable and appropriate duties as assigned.

Supervisory Responsibility

This is a supervisory position with direct reports and the following responsibilities:

  • Oversee and coordinate activities of finance staff; communicate job expectations; establish goals and objectives; respond to grievances and recommend resolutions; recommend hiring, promotional and disciplinary actions; approve leave requests and overtime; provide adequate coverage during staff absences.
  • Review and approve work performed by finance staff to ensure accurate, timely and effective completion of tasks assigned.

  • Governmental Accounting Standards: Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and specific expertise in Governmental Accounting Standards Board (GASB) pronouncements, principles, and financial reporting requirements.

  • Systems & Fiscal Platforms: Skilled in the use of Microsoft Excel and the Microsoft Office Suite of programs. Ability to adapt to airport-specific fiscal and ERP platforms and assist in organization-wide adoption of new and/or revised platforms. (Experience in this is preferred).
  • Communication: Ability to communicate complex information clearly and persuasively, both verbally and in writing, at an executive level to include graphics of financial data and analysis such as pivot tables.
  • Decision Making & Problem Solving: Ability to make sound, innovative decisions and develop effective approaches to deal with frequent changes, unexpected events, conflicts, and uncertain situations inherent in airport operations.
  • Scalability & Efficiency: Ability to design and implement short- and long-term strategies/programs that are scalable, efficient, and effective within a large and complex public organization.

Minimum Qualifications

  • Graduation with a bachelor’s degree from an accredited college or university in Public or Business Administration with concentration in Finance/Accounting, or in an academic program related to the position; plus at least eight (8) years of senior-level experience in financial positions, including six (6) years of experience which were in a managerial or executive capacity.
  • Experience in finance and accounting within the aviation industry and/or governmental accounting is preferred, but not required.
  • Graduation with a master’s degree from an accredited college or university may substitute for up to two (2) years of the required experience.

Licenses and Certifications

  • CPA (Certified Public Accountant) – Preferred
  • CGFM (Certified Government Financial Manager) – Preferred

Airport Police Officer

Job Summary

Airport Police Officers establish and maintain a safe atmosphere for tenants, employees, and the traveling public within Newport News Williamsburg Airport.

Starting Pay Rate: $24.00/hour

Responsibilities

  • Perform law enforcement and security patrols of airport property providing protection to tenants and the traveling public.
  • Monitor and enforce airport regulations, including enforcing parking regulations.
  • Watch for irregular or unusual conditions that may create security concerns or safety hazards.

Airport Operations Agent

Job Summary

The operations agent (airside) is an entry-level all-encompassing position that involves the day-to-day operations at Newport News Williamsburg Airport. As part of the operations team, the operations agent is involved in daily operational activity, ensuring the airport is operated safely and securely, and enforcement of applicable federal, state, and local regulations about airport operations, safety, and security.

Responsibilities

  • Ensures compliance with applicable federal, state, and local regulations including but not limited to FAA Part 139, FAA Part 77, and Airport Rules and Regulations.
  • Responds to incidents and emergencies as required.
  • Conducts daily perimeter inspections.
  • Inspects terminal roadways and parking lots for maintenance-related items and adherence to local regulations.

Job Summary

The Peninsula Airport Commission is seeking a full-time Electrician to join our team. Responsible for the installation, operation, maintenance, inspection, and repairs of all electrical distribution systems owned and operated by the Peninsula Airport Commission. These include building-related systems, landside lighting for parking lots and roadways, and specialized systems related to the commercial airport industry.

Responsibilities

  • Performs general electrical work including installation and repair of conduit, wiring, panel boards, indoor/outdoor lighting, and automatic transfer switches.
  • Install, maintain, troubleshoot, and repair all PAC-owned electrical systems and equipment.
  • Maintain runway and taxiway airfield lighting and control systems including re-lamping, fixture rebuilding, and underground cable fault locating and repair.
  • Maintain electrical service and distribution equipment in airfield lighting vaults.
  • Troubleshoot and repair constant current regulators, lighting control systems, emergency generators, and automatic transfer switches.
  • Maintain electrical systems associated with large commercial buildings.

Job Summary

The Peninsula Airport Commission seeks a positive, team-oriented person to fill the position of Grounds Maintenance Craftsman at the Newport News/Williamsburg International Airport.

Requirements include experience in snow removal, airfield pavement repair, general grounds maintenance, and underground water/sewer pipe repair. Must possess the ability and skill to operate heavy equipment such as backhoes, dump trucks, lawn tractors, and others. Must have working knowledge of hand tools and small engine machinery.

CDL or ability to obtain a CDL within one year of employment required. Experience painting ground markings helpful. Pay determined based on level of experience. This position is Monday-Friday but also requires on-call response to the airport.

Responsibilities

  • Maintains grounds property and common areas.
  • Performs general cleanup, lawn maintenance, trimming, pruning, leaf removal, and litter removal.
  • Operates weed eaters, blowers, chainsaws, lawn mowers, tractors, backhoes, dump trucks, and other motorized equipment.
